    ETCADA offers confidential screening and referral services to those seeking treatment regardless of the ability to pay.

    Outreach, Screening, Assessment & Referral


    ETCADA provides services to those who are looking for and in need of substance use services and/or support through Outreach, Screening, Assessment and Referral (OSAR).


    These services are provided for the following counties in Region 4: Anderson, Bowie, Camp, Cass, Cherokee, Delta, Franklin, Gregg, Harrison, Henderson, Hopkins, Lamar, Marion, Morris, Panola, Rains, Red River, Rusk, Smith, Titus, Upshur, Van Zandt, and Wood counties.

    Screening & Assessments


    ETCADA’s dedicated, licensed staff provide outreach, screenings, assessments, and referrals to those who are actively seeking substance use services and/or support. The OSAR team provides confidential face-to-face, phone, and/or telehealth screenings and assessments for substance use disorders to determine the level of care needed. Regardless of the ability to pay, Texas residents who are seeking substance use disorder service and information may qualify for services based on need. ETCADA complies with the regulations for priority populations admission in accordance with federal SAPT Block Grant regulations.


    Texas Health and Human Services has established the following priority populations:

    1. Pregnant, injecting individuals will be admitted within 48 hours.
    2. Pregnant individuals will be admitted within 48 hours.
    3. Injecting drug users will be admitted within 14 days.
    4. Individuals at high risk for overdose will be admitted to requested services within 72 hours.
    5. DFPS-referred clients will be admitted within 72 hours.
    6. Individuals who are experiencing housing instability or homelessness will be admitted in 72 hours.
    7. All others.


    Interventions & Support

    Interventions

    Following the screening and assessment, individuals can expect short-term follow up services in addition to the opportunity of up to six brief motivational interviewing sessions with the OSAR counselor.


    Support

    OSAR counselors are available for additional support until the individual successfully enters their referred treatment service. Our OSAR counselors also remain as a point of contact for future recovery support needs.

    

    For uninsured or underinsured individuals, the OSAR Team can determine if you are approved for full or partial financial assistance toward your referred treatment services.
