ETCADA hosts PRC4 for 23 counties in Northeast Texas. PRC4 serves as the regional data collection and distribution entity engaged in assessing substance use and misuse risk and protective factors for the region.
We Are PRC4
Prevention Resource Centers (PRCs) are funded by the Texas Health and Human Services Commission (HHSC) to provide data and information related to substance use and misuse and to support prevention collaboration efforts in the community. There is one PRC located in each of the eleven Texas Public Health Services Regions to provide support to prevention providers located in their region with data, trainings, media activities, and regional epidemiological workgroups. PRCs focus on the state’s overall behavioral health and the four prevention priorities.

The East Texas Collaborative Summit brings together leaders from healthcare, behavioral health, law enforcement, the justice system, faith communities, and nonprofits to address the region's most pressing mental health and substance use challenges.
Through expert speakers, collaborative discussions, and practical solutions, participants will gain new ideas, strengthen partnerships, and help shape a healthier future for East Texas.
Our Objectives
- Collect data relevant to the state’s prevention priorities, share findings with community partners, and ensure sustainability of a Regional Epidemiological Workgroup (REW) focused on identifying strategies related to data collection, gaps in data, and prevention needs
- Coordinate regional behavioral health promotion and substance use and misuse prevention trainings
- Conduct media awareness activities related to substance use prevention and behavioral health promotion
- Conduct voluntary tobacco compliance checks on tobacco and e-cigarette retailers and provide education on state tobacco laws to these retailers
Regional Needs Assessment
The Regional Needs Assessment (RNA) is a document created by the Region 4 Prevention Center along with Data Coordinators from PRCs across the State of Texas. The RNA is a specific needs assessment that provides community organizations and stakeholders with region-specific substance use/misuse and related behavioral health information.

Tobacco Compliance
Our team conducts voluntary compliance checks and provides education on state tobacco laws to ensure retailers adhere to all protocols related to minor access to tobacco and nicotine, permits, training, and required signage.
